These incentives are outside career development and may have their own development structure.
Canine Officer
The Kinston Police Department Canine Unit is committed to the highest ethical standards of the law enforcement profession through professional utilization of the Police Canine to enhance the safety of officers and the quality of life for the citizens of Kinston that we serve. Criteria for this position:
- Completed the Field Training Program.
- Pass a selection assessment.

Field Training Officer
The Kinston Police Department recognizes the importance of the Field Training Program and Field Training Officers. The Field Training Officer shall be responsible for the guidance and training of the probationary officer assigned. The Field Training Officer shall evaluate and provide verbal and written reports on the progress of the recruit officer and shall forward these reports to the Field Supervisor. Criteria for this position:
- Must have minimum of two years of police service or be granted approval by their direct supervisor.
- Possess the technical knowledge necessary for the successful performance of the police officer’s position and be able to relay this knowledge to a new employee accordingly.
- Have not received any Departmental level disciplinary action within the previous twelve (12) months, unless such requirement is specifically waived by approval of the Chief of Police.
- Must have successfully completed an agency approved Field Training Officer Course.
- Have achieved no less than a standard rating on their annual performance appraisal for the last two years.
- Possess a desire to participate and exhibit a commitment of the goals of the program.
- Must display a continual level of professional excellence while serving as an FTO.
- Field Training Officers who have successfully passed an approved FTO Training Course and who have been selected by the agency to serve as an FTO shall receive a 5% pay increase. @(Model.BulletStyle == CivicPlus.Entities.Modules.Layout.Enums.BulletStyle.Decimal ? "ol" : "ul")>
SWAT Career Development
The Kinston Police Department SWAT team shall consist of fifteen (15) specially qualified police officers who are selected, trained, equipped and deployed in high risk law enforcement situations. The members of the SWAT team are assigned other full-time duties and serve on the SWAT team as needed. The SWAT team operates under the tactical command of the SWAT Commander. The Chief of Police or his/her designee in charge of the department shall hold strategic command of the SWAT team during the activation of this unit.
The Kinston Police Department does not have a full-time special operations component. The Chief or his/her designee may assign SWAT officers to perform some special operations functions when normal patrol assignments are not adequate for an event or situation. The Chief or his/her designee shall designate a supervisor as the special operations or special event command officer as necessary. The command officer shall have the ultimate responsibility for the supervision of all personnel assigned to the special operation or special event.
Professional developmental standards are key elements to an effective SWAT Team and are created to enhance the safety, performance and professionalism of SWAT operators. The Kinston Police Department recognizes the importance of training and education and compensates sworn personnel who excel as members of the SWAT Team.

SWAT Team Member
The Kinston Police Department Special Weapons and Tactics Team (SWAT) consists of police officers who are assigned other full time duties and who serve on the SWAT Team on a voluntary, part time basis. Assignment to the SWAT Team is subject to approval by the Chief of Police. To be eligible for consideration for consideration for assignment to the SWAT Team, a police officer must:
- Have a minimum of one (1) year of uninterrupted service with the Kinston Police Department.
- Have no disciplinary suspensions within the past year and no more than two (2) written warnings within the past year.
- Pass a selection assessment.
- Those who have been selected by the agency to serve as an SWAT Team Member initially will not receive a pay increase. @(Model.BulletStyle == CivicPlus.Entities.Modules.Layout.Enums.BulletStyle.Decimal ? "ol" : "ul")>
SWAT Operator
In order to meet the requirements for the SWAT Operator I, members must meet the following qualifications:
- One (1) year as a SWAT Team Member.
- Completion of Basic SWAT or SWAT Operator I course
- Completion of: NIMS 100, 200, 700 & 800
- Completion of: One (1) Elective course: See SWAT section in Appendix
- Pass Physical Fitness Exam.
- Score 90%, or better, on all weapons’ qualifications.
- No adverse disciplinary actions.
- Completion of 150 hours of approved training.
- 75% attendance of training and missions.
- Approval of SWAT chain of command.

SWAT Senior Operator
In order to meet the requirements for the SWAT Senior Operator, members must meet the following qualifications:
- Three (3) years as a SWAT Team Member, and
- Completion of Advanced SWAT or SWAT Operator II course.
- Completion of an approved Tactical Medical Course.
- Completion of: Two (2) additional elective courses: See SWAT section in Appendix.
- Pass Physical Fitness Exam.
- Score 90%, or better, on all weapons’ qualifications.
- No adverse disciplinary actions.
- Completion of 300 hours of approved training.
- 75% attendance of training and missions.
- Approval of SWAT chain of command.
- Employees meeting the requirements of this program will receive a two percent (2%) pay increase. @(Model.BulletStyle == CivicPlus.Entities.Modules.Layout.Enums.BulletStyle.Decimal ? "ol" : "ul")>
SWAT Master Operator
In order to meet the requirements for the SWAT Master Operator, members must meet the following qualifications:
- Five (5) years as a SWAT Team Member, and
- Completion of a Tactical Leadership Course.
- Completion of: (3) additional elective courses: See SWAT section in Appendix.
- Completion of Police Law Institute (PLI).
- Pass Physical Fitness Exam.
- Score 90%, or better, on all weapons’ qualifications.
- No adverse disciplinary actions.
- Completion of 600 hours of SWAT training.
- 75% attendance of training and missions.
- Approval of SWAT chain of command.
