The City of Kinston, with support from the Downtown Mural Program Selection Committee, is seeking qualifications from artists or artist teams for the commission of individual outdoor public murals in downtown Kinston, NC. The City expects to select up to eight artists/teams for up to eight murals to be completed by August 2020. The exact number of artists selected and number of murals commissioned is subject to change based on the City’s discretion and budget. The mural locations will be throughout downtown, with the aim of enhancing connectivity between cultural and economic assets in Kinston’s City Center.

Artists and artist teams are welcome to express interest in completing one mural and/or a series of murals. This is a qualifications-based selection process; artists will be selected based on their past experience, artistry, alignment with the program’s goals, and demonstrated interest. Artists will be asked to develop concepts after they are selected.

The Selection Committee will select all of the artists at one time, with consideration to the entire portfolio of walls and with the aim of having a variety of artistic styles, mural themes, and artistic backgrounds represented. The Committee is especially interested in receiving submissions from artists with experience and interest in collaborative, community-based mural projects that build social ties, represent diversity, and/or develop a sense of communal ownership of public spaces. 

The City of Kinston and Selection Committee are interested in receiving applications from artists with a range of experiences and skillsets. We welcome applications from seasoned muralists as well as artists with an interest, but no formal experience in creating large-scale outdoor murals. Local artists, artists with a North Carolina connection, as well as national and international artists are encouraged to apply. APPLY HERE:

Selection Process Timeline:

December 3rd, 2019:

Request for Qualifications (RFQ) opens. Apply here:

January 20th, 2020:

RFQ closes. All applications must be submitted (electronically, by mail, or in person) by 5 PM EST on this date.

February 2020:

Shortlist created and additional materials (such as budget/fee examples) requested. Interviews via Skype or in person (if local/regional) may take place.

March 2020:

Artists selected and notified. Artists matched with walls.

The City of Kinston reserves the right to change the project timeline.

Project Timeline:

March to May 2020:

Artists work with City staff and Selection Committee to refine and finalize project concepts, budgets, and fee.

May 2020:

Contracts established with artists.

June 2020 to August 2020:

Mural projects commence.

August 31st, 2020:

Mural projects must be complete.
