"A" Shift Commander
Alex Maness

Commander Alex Maness began his career with the City of Kinston Department of Fire and Rescue in April 1987. Commander Maness was promoted to Captain in April of 1990 and was promoted to Commander in January of 1996.  Commander Maness graduated in 1997 from Wilson Technical College with an Associate in Fire Protection Technology. 

Commander Maness also graduated from Fayetteville Technical College receiving an Associate in Applied Science/Funeral Home Service in 2006.

Steven Martin


Commander Steven Martin began his career with the City of Kinston Department of Fire and Rescue in December 1986. Commander Martin was promoted to Captain in October of 1992 and promoted to Commander in February 2005. Commander Martin is a certified Fire/Life Safety Educator, Fire Inspector Level I and a Child Safety Seat Technician. 

Commander Martin served Our Country for seven years in the United States Marine Corps from August 1979 to August 1986.

"C" Shift Commander
Scott Justice 


Commander Scott Justice began his career with the City of Kinston Department of Fire and Rescue in June 1999.  Commander Justice was promoted to Captain in February of 2005 and promoted to Commander in December of 2015.

He has completed an Associate of Applied Science in Fire Protection Technology through Coastal Carolina Community College, a Bachelor of Science in Business Administration through Mount Olive College, and a Master of Science in Safety, Security and Emergency Management through Eastern Kentucky University.  He has completed the Executive Fire Officer Program through the National Fire Academy and the Eastern North Carolina Senior Fire Leadership Institute through Wilson Community College. 

Commander Justice holds numerous certifications through the NC Fire Commission including certification as a Fire Officer III. Additionally he has completed numerous specialty programs including the NC High Angle Rescue School, NC Rescue College, NC Breathing Equipment School, and NC Thermal Imaging School.
